Carolyn Madden Perry
Carolyn received her J.D. from Washington & Lee University School of Law in 1989. A native of West Virginia, she graduated from Marshall University in 1984. Carolyn concentrates her practice in the area of municipal and exempt organization finance. She possesses extensive experience in serving as bond counsel to various counties, cities, towns, school boards, community service boards, airport commissions, water and waste authorities, sanitary districts, public recreational authorities, and industrial development authorities in connection with tax-exempt and taxable bond transactions. As general counsel and bond counsel, she has represented various charitable organizations, including hospital, retirement communities, nursing homes, wellness centers, humane society organizations, rescue squads, and various private schools (church-related, military, and boarding schools). In addition, she has served as special counsel to assist local governments by developing financial and tax incentive packages to recruit new businesses and to retain existing businesses within the localities.
Carolyn is a member of the National Association of Bond Lawyers, the Local Governmental Attorneys of Virginia, and the Virginia Government Finance Officers Association.
